AIRPORT PROJECT

STATUS OF AIRPORT PROJECTS FOR THE WEB 2006

                        W. H. MORSE STATE AIRPORT, ENVIRONMENTAL                         ASSESSMENT & AIRPORT LAYOUT PLAN UPDATE

This project will update the Airport Layout Plan for the airport and provide an environmental assessment for the reconstruction of the existing runway.  The layout plan will also address safety area needs for the runway and make recommendations on how best to provide for proper safety areas at each runway end.

MORRISVILLE-STOWE STATE AIRPORT RUNWAY RECONSTRUCTION – ENVIRONMENTAL ASSESSMENT AND DESIGN

This project will perform Preliminary design, Environmental Assessment & Permitting for the following improvements: Reconstruction of existing runway; Replacement of runway & taxiway lighting; and, Improvements to the Runway Safety Area

FRANKLIN COUNTY STATE AIRPORT LAYOUT PLAN UPDATE

This project will provide for an update of the Airport Layout Plan.  This airport has grown rapidly in terms of the demand for private aircraft hangars.  In addition, we wish to explore options of having a turf landing area for aircraft and ultra light aircraft.  This layout plan will address where future hangars can be built and address other landside and airside improvements for the future.

FRANKLIN COUNTY STATE AIRPORT SAFETY AREA IMPROVEMENTS:

This project will provide for a proper safety area to the north of the runway.  The existing runway safety area extends 200 feet from the end of the runway.  This project will use a retaining wall and fill to provide for 300 feet of safety area which will bring the safety area into compliance with FAA standards.  Ground and tree obstructions in the approach to the north end of the runway will also be removed.

MIDDLEBURY ENVIRONMENTAL ASSESSMENT FOR RUNWAY SAFETY AREA IMPROVEMENTS & RUNWAY EXTENSION:

This Environmental Assessment Study will look at the existing safety area deficiencies and make recommendations to bring the safety area into compliance with FAA design criteria.  The area to the north of the existing runway will be studied for environmental issues to see if a runway extension of some length could be pursued in the future.  The study will also look at existing obstructions to each runway end.

RUTLAND STATE AIRPORT IMPROVEMENTS –RESOURCE ASSESSMENT & MITIGATION PLAN; STUB TAXIWAY/APRON; RUNWAY GROOVING; AND, PAVEMENT SENSORS

This project will provide for the following:

  1. Natural Resource Assessment & Wildlife Hazard Mitigation Plan – This assessment and plan will study the effect of the perimeter fencing on local wildlife as it affects airport operations and develop a plan to address wildlife hazards which airport operations staff can implement.
  2. Stub Taxiway & Apron– This project will provide for access to the western hangar development and provide for three additional tie downs.  It will open up development of future hangar sites to the north.
  3. Runway Grooving RW 1/19 –This project will improve breaking action especially for commercial flights under Part 139.

Pavement Sensors – This project will provide airport operations staff the ability to assess runway conditions remotely during winter operations.

RUTLAND STATE AIRPORT SAFETY AREA STUDY

This study is ongoing and will address options to bring the main runway (runway 1-19) into compliance with safety area standards.

STATE-WIDE AIRPORT PAVEMENT MANAGEMENT & MAINTENANCE PROGRAM

This project will provide for the assessment of all state-wide airport pavements and an update to pavement condition database.  The project will prioritize three years of pavement maintenance and develop bid documents for pavement maintenance projects through 2007.

The benefits of this program will be the maximization of the useful life of airport pavements in compliance with FAA AAC 150/5380-6A and the principles of asset management.  This effort will result in safer airport operations and less costly investments in the airport infrastructure.
